Technically, you are correct, but as a practical matter, most low-priced stocks that do a R/S go down afterwards, for a number of reasons (they are easier to short, often the stocks are garbage to start with, etc.).

Stocks that are in an up-trend, however, especially ones with decent fundamentals --like CYTK -- are more likely to benefit from the R/S. Obviously Amgen thinks there's a good story here, so I'm pretty optimistic. We'll see.
