I believe, and these are my own thoughts here, that they have to have an AGM to satisfy legal requirements that have nothing to do with being on the OTC.
However, if there is not yet a B.O.D. to vote for, this might explain the delay in the announcement of the AGM...what is causing this delay is up for speculation... I have my own ideas which I choose to not share...but Bogolin is part of my theory.
