Has anyone ever come across information that says, essentially, that 401k plans (ie. the stock in them) can be used for shorting purposes...ie. by others...to short/as shorting fodder/shorted shares. I believe I saw this info. a couple years back.

If this is true, I believe it most definitely should be changed. It seems like 401k accounts become sitting ducks if, I am right about this and it is the case.
