You got it wrong... the HFTs put in bid/asks and can pull them in 2 milliseconds making it look like there is more liquidity than there is... They put in fake bids and pull them as quickly as they are put in to cause other investors to up their bids and they follow it up not necessarily buy or sell each time. This is why there are huge gap ups and down in a matter of seconds. The volumes dont jusitfy the moves think about it.
