IB let you just buy it from your tradersplatform,

no issues with it.

But maybe some Brokers are just slow on new plays;
or is there a DTCC chill ( http://www.investopedia.com/terms/c/chill.asp ) on it,
or is it "non DTC FAST-eligible" ?
