I believe that to be true, they want the highest price per share and they believe they will get that with the ppa, which means they are not selling into the ppa news either they will wait till that news has the maximum impact first after the Internet feeding frenzy digests it first and let's it go to its true future value, if this were not true they would be selling now which they are not.
