While I wish I could agree, my reasoning is quite the opposite. In comparison, it costs the company next to nothing to execute an r/s to consolidate the shares. By doing so, this will serve the additional benefits of a) raising the pps, b) creating a P/E based upon increasing revenues capable of being sustained and, c) creating something more in line with a "quality" company that can now position itself for listing on the exchange.
