While Burt Webber was a key player in the DR, the man who brought DPBE down to the DR was Tracy Bowden. Deep Blue sub contracted with him for recovery work on the L'Scipion. Deep Blue's boat (later renamed for one of Wilf's daughters)was first named the Captain Tracy in his honor. Tracy Bowden is/was working on recovery of the shipwreck Golden Fleece in Samana Bay, DR.
