Very fishy but interesting, after all they are just estimates which are the same as LOI. The company doesn't have to meet those number nor abide with them. In OTC a lot of fluky PRs are used to dump shares. The problem here the A/S is close to getting maxed out. So they might be planning to increase the A/S then flush it and R/S and start over!!!
