60 billion shares. Without a buyback there is really nothing Frank can do with the share price. If it goes up on any news the sheer volume of selling from shareholders who would like to get some of their money back would overwhelm the buyers.

Frank needs to reduce the OS. There is simply nothing else that can get the stock price up significantly and permanently.
