I'm sure if the specialist thought he could get .025 or better he would be selling there- but every tick upwards also may bring new sellers that would compete with the block he needs to move- also the company itself may be supporting the bid at or around the .02 and that might even be part of the deal.

Like it or not there are some momentum traders in the mix and possibly some folks still holding from sub penny- I think PBLS could break the trend with a strong PR which up to now hasn't occured. imo
