Well here is some news. I contacted the Army Corps directly to ask for a status.

"The East Bay Farms project SWG-2008-01091 is a proposed Mitigation Bank called Gulf Coast Plains Mitigation Bank. While the bank is not authorized yet, we are in the final stages of the process. I am coordinating the decision document for the Colonel's signature, which could happen within 30days. Please let me know if you have any additional questions."

So it sounds like we are good for approval, its just going to take a while longer.
