The DTCC never reveals why they impose or remove a chill or global lock. The company has said nothing, so the only info that is available is the SEC Suspension, Admin Proceeding, and Litigation.

The only pertinent info is in those filings.

Dang, the DTCC has even removed the chill or global lock on revoked stocks. Maybe the DTCC does this so that Brokers can finally clear the last trades before the chill or global locked was imposed.
