The new ticker would allow the TA to destroy the old certs and then release new certs with a new cusip#. This process would allow the TA to find out just how many "counterfeit" shares are out in the marketplace. I'm not sure if that would tell the TA which MM's were guilty of NSS but I think we've been able to pinpoint the guilty parties today.
