This contract was put up for competition using FAR part 15 and had a subcontracting plan requirement included (small businesses don't need to submit one). Subcontracting plans are to help small business participation. If the business is done with a govt agency besides the VA then 8a's or small disadvantaged businesses probably got it. If it was the VA then near certainty a service disabled veterans small biz did. Those would be things like janitorial services or where they bought the materials. R&D in the govt is a much different "animal" and much more complex that turns into sole source contracts because of clauses that the contract contains. Ex. FAR clause 52.227-11 Ownership By Contractor. Contractors will provide a bid that they no will lose them money because they know they will get profits in change orders (modifications). With R&D they are more common for obvious reasons. The bigger the contract the more COR oversight which means that it would be very difficult to pass off the contract to another contractor. I hope that helps you understand the federal government system. The federal government increased its standards and training program dramatically in the past 5 years. The quality of contracting personnel is 10 times better than it has been but to offset the positive progress the fed govt made more restrictive statutes as well as agencies' developing inefficient policies that kills the Governments productivity. Hense why a small govt is crucial. People argue larger govt because of people committing fraud and breaking other laws but with govt it will happen more and politics play greater role. In public sector competitors will snitch on the offender in a heartbeat. Sorry for my ramble but I know and see so much but can't typically share it due to restrictions.
