IMO the date does not matter. Unless the CEO releases a PR that confirms Sales, government contract or something of value, where is the $1.00 pps going to go?

Couple several PR's and releasing the stock, the pps should go up.

With a PPS at $1.00 he has to have a good reason for private investors to buy at a 25% discount or what ever is agreed upon.

Why is the pps at .10 vs $1.00 ?
