If Frank was gonna buy back shares why would he not do it now that the PPS is so incredibly low???

Something is very wrong here. It wasn't terribly long ago Frank announced he was buying back shares up to .01 and he did exactly that. i remember. What the hell is going on here? None of this makes any sense.
