In fact, Star isn't even the thrust of the articles. It's the personal relationship between the Governor, the AG and Jonnie Williams. The product announcement, free samples, etc., are normal business practices for state governments trying to promote local companies.
You're right, the fuss is totally political and totally an, unsuccessful so far, attempt to smear a candidate for Governor of Virginia who is running against the former head of the Democratic party and the current Governor, who is so popular and is doing so well that he's considered a likely candidate for President in 2016.
