it all comes down to how strongly the decree is enforced, if there is not a stringent regularity to which retailers are inspected then the policy becomes pointless and fruitless, and then the "tsunami" get's reduced in size. Scheer love to use flamboyant language, let's hold his feet to the fire. LOL
