I do not know the details of the 43-101 procedures. One of the reasons mentioned for the poor results was the distance between holes or as you say intercepts.

If the distance problem was a function of a technical or management decision then it appears to be a problem with the management.

If the distance is because the holes were located correctly but no gold intercepts were made then it is the normal gamble when doing exploration drilling.

I don't know which.
