O/S stands for "Outstanding Shares" - the amount of shares that have already been issued. (Be they to Company officers, private investors, etc.) This is the number of shares that have been issued.
Float is the theoretical amount left for the public to buy/trade.
So either way something, somewhere is incorrect. The math just doesn't work. :)
Hope this helps. I admit I could be wrong, but I can't find solid proof to prove I'm incorrect.
