Yes - it is exactly that - the MM is settling out the trades. But why it happens is what you need to pay attention to. And it doesn't happen all the time. How many other stocks on IHUB had t-trades happen today? It happens on stocks that are being diluted out. The MM was given that block of shares to sell during the day. that is how much they sold TODAY.
It fits the picture of a pump and dump. SOMEONE needed to unload shares. It was most likely either a PIPE, insider, or promoter.

Blowing it off as just the MM settling the account at the end of the day is being disingenuous.

Perhaps a search of IHUB of other stocks that T-trades showed up and what happens in the following weeks to the pps would be the proof you need.
