So, what exact hand are they supposed to refrain from overplaying?

This is clearly a stock selling machine and nothing more...

Their products aren't selling in the market at anywhere near the level required to keep the company afloat, hence the stock sales. Expecting the CE mark to change that fact is a pipe dream. For any larger company to buy out this small fish would require that they had something the market wanted or needed and that clearly isn't the case.

Clearly the on going concern language is boiler plate, seen in almost every penny stock quarterly report. But, feelings are just more emotion and don't belong in the market....
