An XLBR or (eXtensible Business Reporting Languageis) similar to what HTML used to be for the web. EDGAR changed to XBLR because (IMO) they thought that the XBLR format was going to be the format of the future.
So basically anybody who wants to file something through Edgar has to have their word document or what ever Electronic document that they have, converted into an XBLR format so that it can be published on the Web. Unfortunately this new format is not available to the commoner and therefore you have to pay somebody to convert the file. It's Jesse James without a gun.
