rruff: How's about Sands saw there was no more shares left to authorize, closing one doorway to raise capital. In order to open that doorway, he needed to R/S. That is probably the real reason for the R/S. I seriously doubt the O/S will remain at 12 - 13 million, there will be dilution, IMO.
