Get a PC with a large digital display. Mark out the border lines. Then put a CT in a car(or many cars) or humvee or tank and start tracking the geopostions as the vehicle travels. With voice communication with the vehicle operator, annotations can be made to the paths indicating road names, structures, features, etc. This gives very good general maps. Surveying for detail would be a further operation, but depending on the need. Of course, 500 vehicles working simultaneously would increase the manpower need, but reduce the project time length. Trade offs are always necessary and the objective determines the choices.
