spokes, if they (Frank and co.) are the only ones who know the intrinsic value of the company they can do just that. If Wallstreet has put an incorrect value on the company due to NO financials by which to judge value, than the PPS can be way off what it should be. This is why this is a non reporting company and why the PPS can shoot either way when financials are filed. In Q's case it would make good sense given the carrier contracts they have that the PPS in undervalued by a longshot at this point.
