With the extensive background checks they are difficult to obtain. Much like a liquor license. The real value here is the fact that they are licensed and ready for live gaming contracts. This could bring in more than a hotel/casino. Why? more people could gamble on your online site than you could stuff into a casino. There is minimal overhead and maximum profits. DHSM
