It took the FDA 15 years and a pandemic emergency to accept neuraminidase based therapies, the antiviral therapy to which you refer. Moreover without an emergency use authorization, TamiFlu would not have been approved. Vaccines, even dangerous vaccines like H1N1 approved 2 years ago, are allowed to human trials with minimal development. Like I said, vaccines the FDA understands. But, a nanoviricide FluCide can't move to clinical trials until tested against 16 different flu virus types.
