As long as they are fully diluted then this looks like a good move, not sure if I agree to the degree it would occur in 1:20-1:60 but I believe this is called a forward split although I could be wrong cause it seems to me the value of the shares will increase with the float coming in significantly lower which in turn would increase demand for shares should people hold down the float...
