50-70% of all volume in the market is High Frequency Trading. Mostly by institutions. They have complete control of stocks with low volume. I don't see the NASDAQ listing as much more than it is a change of venues. The pps is being held in place as IMO they are on both sides of the trade. Yes they are short and long the stock. This allows them to manipulate the price and accumulate shares. For the time being the pps will do what they want it to do without a catalyst. IMO
