I'd say, This is the beginning of actual development, and conscious actions. As IMO there was no real development in the direction we are now going before then(elections).

The beginning of say a legitimate industry. Quote from the article.....

Though, state wide it will take plenty time. But there are places in action as we speak, and this is truly the beginning for those states and business men.
