I can't get filled even at .0251 while I see a trillion .25 and .257 and even some .24 print .... Is that because my order is under 10k??? I can't see anything under 10k on LII but I KNOW MMs can see it

EDIT: I can change the size of CSTI bid I see if I am the same price as whoever else is routed through them (I'm using Scottrade)

So perhaps I can get filled by becoming part of a larger order?

EDIT2: I couldn't even manage to get filled when my bid was the ask
