A/S listed at WY SOS has been exceeded
by this company in the past and they may do so again. Therefore the A/S listed at the Wyoming SOS cannot be used a as a completely reliable indicator of a lack of dilution.

Technically, you are correct. But then that applies to almost everything. Until the one occurrence of this that you pointed out to me some months ago, I have never seen this before. My guess is that it is extremely rare, was a mistake, and won't recur in this stock. It would be different if it was a more common action with many companies, like gagging TA. 95% of the time, this is bad. But OS over AS is not at all common, might be exceptionally rare. So extrapolating to unreliable is a bit of a stretch for me. Until this occurrence, I would have bet 100% that AS is never exceeded...now it's 99% and even with BW, I would say 95% against, but who knows? It doesn't just affect him...TA is at risk too for not having checked before issuing those excess shares.
