A bit of probing in the FDA website turned up more info on the CD-3 device.

Unlike the CDEX VALIMED(S) THIS IS A SINGLE purpose device dedicated to the single purpose of detecting counterfeits.

Operating in the visible spectrum, differently colored lights are shone on the sample and it will glow differently from the real thing if not real. See the video.

CDEX could have come up with this if they had really tried.
