Your data from e-trade is old. There have been more recent exchanges which etrade has not accounted for.

I estimate the total O/S to be around ~1.6 billion.
I believe a lot of them are restricted, or were restricted, starting around mid-January but there is no definitive information given by the company to support that yet.
