I know TD had a DTC chill. The last page of their annual report states:

"The Company and its counsel have submitted all required documentation and a legal opinion letter for the removal of the Depository Tryst Corporation (DTC) chill."

So that might be removed eventually, but can't really speculate as to when. Until then, I know Scottrade will let you trade.
