Clarification. Just got off the phone with Officer Kevin Morris from the Port of Seattle Police Department. I asked him if he could tell me about the damage to the plates. It turns out the plates were not damaged. The Box was damaged to the point to where when he got it if he turned the box on it's side the plates slipped out. THERE WAS NO DAMAGE TO THE PLATES. I apologize about the confusion. When he first explained it to me it sounded like he was referring to the plates, but it was just the box. He is still short 2 plates and he is waiting for them to arrive. Once again I apologize about the confusion and I take full responsibility for this mistake.
