There were hundreds of plainclothes officers in the crowd, as is routine at such events. And they were prepared for most scenarios. Having a radiation detector in the crowd is a way to sniff out a dirty bomb if someone tried to bring one in. I would imagine there were contingencies for biological weapons, too.

pretty simple answer if you thought about it for a minute. They are not persons of interest because they were probably plainclothes cops. Who could wear any insignia they wanted, to blend in.
also, they weren't observed placing the packs right before the blasts, like the real suspects were. Minor detail that your conspiracy rag kind of overlooked. By the same token and level of logic, why aren't YOU a "person of interest", after all you hate the gov and love to detonate gunpowder?
