The saddest/lamest part of a stock halt at this point (for any pump) is that the "insiders" and "promoters" aren't really hurt at all. The damage is already done. They've dumped it all already.

It's like closing the barn door after all the animals have escaped. It's too late.
Once BOPT started trading, and certainly once it started trading after being promoted, traders had already lost their money. We get shares...they get cash.

The only way to really make pumps not profitable is to stop them BEFORE they even begin. That way "home gamers" like us aren't holding shares that are declining in value, or in this case, instantly vaporized.

Here's a little cheat sheet for the SEC/Finra etc:

Why not just make stock promotion illegal? That kills all birds with one stone. No emails, no tweets, no hard mailers, nada.
And how about make ALL companies full reporting? Why should stocks exist that might be fake? The rule should be guilty until proven innocent. Real companies would step up...the rest halted/suspended until they are able to as well. Boom. All scams gone in an instant.

Only problem for us OTC playas is then you'd need to try and play real companies. Ewwww.
