When attorneys upload a document to PACER, that document is immediately available to the public. At the same time it's uploaded, all the parties are sent an email notification that there has been a filing in the case. Some Judges also elect to receive emails for every filing in the case, although I don't know Judge Jackson's preference without going and looking that up. The federal judge here requires that I scan it in and email it directly to him.

Judges can also file their own orders through PACER. However, it is my belief that Judge Jackson sends his to the clerk and then once the clerk enters it on the docket the clerk then uploads the orders to PACER. That is where we see what is sometimes a day delay in seeing an Order that the Court actually signed the day before so I'm fairly certain it is the Clerk that uploads Judge Jackson's Orders.
