If I were dying of flu someone trying to give me the freedom to work with scientists to save my life would be seen as a friend.

Perhaps so but governments don't see it that way. You can be dying of cancer, there can be some radical new therapy in development you want to try, but if somebody tries to give it to you without the FDA approving it that somebody is likely to face criminal charges.
