Criminals and loons probably won't go through the legal process to obtain firearms and after obtaining a firearm from a back alley gun dealer they probably won't register them either. They do not honor laws, they are after all criminals and loons.

I've noticed that the signs on the doors of convenience stores, banks, schools and hospitals prohibiting entry with weapons seem to be ignored by those with bad intent.

So the rulers are trying to pass legislation that will have little to no effect on the problem, so why bother at all.
