Let me break it down, for every active investor there are 100 passive investors.
As passive investors get the proxy vote statement they are selling.
If PEIX pulls an R/S in June it will make 2 reverse splits in 1 year.
That is the death mark for a stock.
If PEIX decides not to R/S and get delisted institutional investors will dump.

The only way for PEIX to survive is to shore up the pps.
