action plan was to schedule a site visit to the mine by State of Nevada officials in order to agree upon a water removal and disposal plan from the mine.

Water Removal on Critical Path to open. Surprised it's not done already. Major Hurdle not completed.
This will crash if this critical step is stalled for any length of time
