If SOE feels or was told informally perhaps during exclusivity period that SRSR had no other serious counterparty, SOE may play a game with the aim to change the original bid in its favor. IMO, when SOE comes back in some time, then with worse bid for shareholders and SRSR than before. Es1´s logic is closer to me in this case, on the other hand I know asian companies never do things in big rush and under pressure when they do not feel they act correctly and with all information at disposal(my personal experience).
