The first article below talks about the South African government's desire to "wipe the slate clean" for about two million blacklisted folk. The second article was written in 2008, and states that at that time there were 6.5 million blacklisted people in South Africa. That was five years ago. Perhaps there are more blacklisted people now or maybe there are less. I don't know. But it appears according to the first article there will definitely be 2 million less by the end of this year.
