IPF has about 16% share of its target market segment
compared to about 11% for Opteron's share of x86 servers
and its less than 2% share of x86 workstations.

There is an overlap in the "target market" already. QC Opteron would extend the overlap further.

Also, QC Opteron would need minimum of additional investment for hardware and software infrustructure over the existing volume market, while Itanium needs a great deal of hardware and software investments.
