Quite likely since that same statement was repeated this 10K, and they were probably very close to getting it accomplished before the 1st of April, but there was a glitch that prevented it's completion by that time. I'm guessing it will be done this year, 2013 and then the dilution ends, hopefully ASAP, as the debt holders are trying to get all they can before they can no longer dilute and sell shares, IMO
