What's is actually happening with the BID/ASK:

Just got off the phone with my broker, those MM's aren't the ones selling. It's hard to understand, but the MM with the wall of shares is not on any L2 service anywhere. VNDM actually has 7500 shares there, no more no less. However, when you try to buy at the ask , you are not buying from VNDM's 7500, you're buying from a MM that is not reporting and cannot be seen on L2. Even Scottrade's ECN shows no other MM's and VNDM's ask is real for the amount of 7500.

The "invisible" seller is getting first priority when someone wants to buy at the ask.

That's why the 7500 stays there.
